The Role

We are looking for a talented Technical Specialist to join the Wholesale Markets Supervision Department of the FCA, to help lead our regulation of Overseas Investment Exchanges and contribute more generally to the delivery of our wholesale markets agenda.

An exchange based outside the UK may apply to the FCA for recognition as a “Recognised Overseas Investment Exchange”, enabling the operator to offer access to its markets to UK market participants. To date, we have recognised over 25 such exchanges, which include some of the largest market operators around the world. As the Technical Specialist in this area, you will have the opportunity to shape our regulatory approach to this important part of market infrastructure, to make sure that markets work well for UK consumers.

This role is offered on a 12 month fixed term contract.

What does the role involve? What are the key responsibilities?

The successful candidate will use their specialist knowledge of wholesale markets to design and deliver our approach to the recognition and supervision of overseas exchanges, via a small team. This will involve strong collaboration with stakeholders across the organisation, such as policy, legal and specialist supervision colleagues, and interaction with firms at the most senior levels.

The key responsibilities of the post holder will include:

  • Task managing a small team of talented supervisors with differing levels of experience;
  • Managing applications for FCA recognition as an overseas exchange;
  • Within the framework of the relevant legislation, designing and executing supervision strategies that advance our objectives of protecting consumers and promoting market integrity;
  • Escalating material issues or emerging risks, including proposing appropriate, outcome focused solutions to FCA senior management and relevant governing committees;
  • Contributing to our supervision of the broader portfolio of wholesale markets firms, including other trading venues and the key types of market participant that use them
  • Supporting management in the delivery of wider departmental, divisional and organisational objectives, to help deliver the FCA mission;

    Skills/Experience Required

  • Demonstrable experience of wholesale markets gained through a relevant role in industry, with trade bodies or government or regulatory authorities
  • Experience of working with senior internal and external stakeholders
  • Excellent written communication skills

  • Able to apply a breadth and depth of industry knowledge to reach sound judgements;
  • The ability to present well-reasoned arguments in a clear and concise manner, including in relation to technical issues.
  • Experience of task managing, coaching or mentoring of more junior colleagues.
  • Experience of influencing internal and external stakeholders and working constructively with decisions made by others
  • Ability to perform under pressure and prioritise whilst delivering multiple outcomes to challenging deadlines.
  • Self-motivated, thorough and diligent.
  • Ability to act on your own initiative to deliver the desired outcomes within specified timescales.
  • Knowledge of UK financial services legislation and its impact on wholesale markets and the competitive landscape for wholesale services.

    Divisional Information The Wholesale Markets Department plays a key role in supervising UK wholesale secondary markets. This includes direct responsibility for supervising market infrastructure and the major trading firms within those markets. As such, we play an important role in identifying risks across secondary markets and taking action to protect financial markets, promote competition and protect consumers.
