We are now recruiting to an exciting new post to ensure we are organised in the best way to deliver the Council’s vision and ambitions to make Hammersmith and Fulham the best place to live and work.

The post holder will be responsible for overseeing the management and procurement of Temporary Accommodation and Private Rented Accommodation to prevent homelessness and support residents experiencing a housing crisis. 

You should have management experience within a busy public facing housing service; able to support and motivate a team of officers and senior officers to manage the delivery of a large and diverse property management service whilst supporting vulnerable households in temporary accommodation in accordance with the Council’s statutory duties. 

You will be experienced in managing the Council’s property procurement service, ensuring that robust procurement processes are in place. You will need to possess strong negotiation skills to lead in supplier/contractor negotiations to ensure the procurement of affordable and suitable accommodation in pursuance of the Council’s statutory homelessness duties. 

You will be responsible for overseeing the property procurement, renewal of leased accommodation, as well as managing contracts with suppliers across all accommodation types. You must be able to hit the ground running, with a real commitment to delivering excellent customer service.

Role Responsibilities:

  • To manage the operation of the procurement and temporary accommodation teams, to deliver a good supply of suitable and well maintained temporary accommodation. Provide guidance and advice to landlords and colleagues on the standards of properties and management required. 
  • To have overall responsibility for the management of a diverse range of temporary accommodation including repairs, voids, landlord liaison, lettings, tenancy management and related areas; whilst ensuring health and safety compliance across the portfolio. 
  • Lead on developing links and partnerships with other agencies including private letting agents, landlords, local authorities and Registered Social Landlords (RSLs) to ensure adequate supply of housing to fulfil the Council’s statutory obligations to prevent homelessness and rough sleeping in the borough.
  • Responsible for delivering the Council’s Temporary Accommodation Procurement Strategy including the procurement of suitable properties within London, assessing physical conditions and providing guidance on issues of suitability.
  • Finally, an ability to deploy problem-solving and project management skills to identify and develop solutions and the use of strong inter-personal skills to shape and influence effectively are essential.
