Purpose of Role:

To provide senior management guidance and professional expertise to ensure the Global Exams Business Assurance function captures and responds to current and future risks relevant to all Exams products, internal processes and delivery methods, including digital and remotely delivered testing.

Function Overview:

The Examinations business makes a significant contribution to British Council financial sustainability, and as such, it is essential that the business continues to evolve in order to maintain its position in a fast-changing operating context.

The Business Assurance Security and Risk function

The cross-product Business Assurance function reports directly to Director Exams, completely independent of delivery lines. It provides guidance on compliance to corporate and awarding body requirement and supports delivery teams on operational risk management where this impacts on Exams Integrity. The function ensures robust Exams monitoring and reporting processes and systems are in place across the global network of 110+ countries, and that incidents and security breaches are investigated and managed proportionately, consistently and effectively. 

Main Opportunities and Challenges for this role:

  • Drawing on industry expertise and best practice, provide Senior Management oversight / steer on all Exams Integrity Risk Management and Security controls
  • You will ensure current and future Exams Integrity risks are captured, analysed and accommodated for in corporate standards, planning and leading reviews of controls in collaboration with the Business Assurance Management Team, British Council risk function, and business stakeholders
  •  You will support the Head of Business Assurance, Security and Risk in professionalising Business Assurance function to deliver improved and measurable benefits to the Exams business.
  •  You will provide direct leadership to Exams Integrity major investigation activity, ensuring learning and preventative measures are captured and applied accordingly.
  • Main accountabilities and Responsibilities:

    Consultancy, analysis & problem-solving

  • Applies authoritative knowledge from areas of security, risk management, QA, and investigations to identify, review and resolve a range of complex issues, drawing on internal and external expertise as appropriate.
  • Presents issues and solutions in persuasive business cases, convincing relevant stakeholders of benefits of change in area related to Exams integrity, including in areas of major investigations.
  • Service improvement

  • Makes authoritative technical/professional recommendations which have a significant, measurable impact on business performance in the short and medium term.
  • Identifies and implements new BASR approaches and/or techniques which enhance efficiencies for stakeholders.
  • Puts in place systems and procedures to enforce and ensure consistency/compliance in the regional and local implementation of corporate policy. Actively intervenes to address and resolve the reasons for non-compliance and highlights trends for BI focus.
  • Functional expertise

  • Recognised internally as an authority and ‘go-to’ corporate advisor on issues related to Exams integrity and Operational Risk Management.
  • Acts as a role model and coach to developing experts within the function. This will usually be through mechanisms other than formal LM lines.
  • Ensures the development and provision of high-quality training, guidance and formal CPD for all team members within the team is prioritised by reports in fields of Risk Management, major investigation activity, and analysis of data driven by Exams compliance and investigation systems.
  • Commercial & financial management

  • Uses agreed corporate systems and processes to plan and oversee the budget for major investigation activity (Not systematic pre-release record check activity, which is accountable elsewhere in function).
  • Relationship & stakeholder management

  • Puts regional stakeholder engagement and management at heart of team activity, ensuring all services are developed and deployed taking into account a full understanding of regional needs.
  • Maintains excellent stakeholder relationships beyond the function and SBU, in fields of Exams Integrity investigations and RM.
  • Leadership & management

  • Sets the vision, direction, and annual business plan for major investigation activity in particular, and as part of senior management tier of function contributes to wider planning to ensure our wider objectives are agreed, planned and delivered in accordance with the overarching British Council and SBU strategy.
  • Direct line management of a small number of subject matter experts.
  • Deputises for Head of BASR as needed.
  • Role Specific Knowledge and Experience:

  • Degree level education or equivalent experience
  • Demonstrable experience of successful creation, management, and mitigation of risk approaches across a global business
  • Demonstrable experience of successful management (directly or indirectly) of a diverse team in field of risk management
  • Experience of working in complex legislative environments
  • In addition to ability to meet main accountabilities detailed above, excellent and demonstrable relationship and stakeholder management skills
  • Track record in successful management / oversight of complex and multifaceted initiatives through influence, rather than direct LM.
