Job Description

Project Manager in Highways and Sustainable Transport
£45,834 – £48,819 per annum
Fixed Term 3 years

About us

We are Newham, we have a radical vision to build a better and brighter future for our residents. We are five miles east of the City of London and changing rapidly. Our part of East London is booming. By putting people at the heart of everything we do, we are supporting our residents to reach their potential and thrive.

Right now Newham residents are exposed to high levels of toxic pollution from vehicles, contributing to the highest death rate in England. We are committed to tackling that and working with residents to create a healthier borough.

To achieve our promises to residents, we need people who are driven and ready to deliver the very best for our communities. We have just completed a comprehensive review of the Highways and Transportation service, leading to the creation of new opportunities. We are now seeking enthusiastic applicants for these new roles in the Highways, Sustainable Transport and Parking service, which is part of the council’s Environment and Sustainable Transport directorate.

We are able to offer working arrangements that will enhance your work/life balance including remote and at home working.

The Royal Docks Corridor (RDC) Project is an important project to the London Borough of Newham. It is located within the Royal Docks Enterprise Zone, one of the largest urban development areas in London. It runs from Canning Town in the west to Connaught Bridge in the east.

We are also delivering a major project along the Royal Docks Corridor (RDC) in the borough and we are seeking experienced staff to help us deliver this exciting project.

The current highway along the corridor is made up of wide single lanes, and in some places dual carriageway. This layout encourages high traffic speeds and acts as a barrier for the movement of people across the corridor. The highway layout was designed to suit the expected industrial development of the area in the late 1980’s and early 90s. The focus on this type of development has now changed, with more residential and commercial properties being developed. As such the road is no longer fit for purpose and needs to be renewed taking into consideration the new developments that it serves.

About you

The post-holder will need to work closely with the Overall Senior Project Manager or Principal Officer to help manage the project delivery, manage the technical staff and work with other borough officers. The project is currently in its preliminary design stage and over the next 36 months needs to be delivered through the various stages of design and consultation. It will be split onto phases for design and delivery, and be ready for implementation sometime in Autumn/Winter 2021. At this early stage, the project is anticipated to be fully completed sometime in 2024.

The post-holder will need to assist in the management of the various consultants and contractors involved in the project. It is vitally important that the correct level of stakeholder involvement and consultation is undertaken through all stages of the project, and the post-holder will need to feed directly into, and assist in managing this process.

The post-holder should be confident in his/her ability to manage the project when the Senior Project Manager is not available, and deputise when needed. The post-holder will also need to be confident in managing staff and dealing directly with consultants and contractors who are procured to help deliver the project.

Funding for the project has only been allocated up to the end of the detail design stage, but it is anticipated that this will then be increased as the project goes through the various corporate governance stages for the construction of the project. The post would need to be filled to cover the project through to its completion.

The post holders should be suitably experienced, hold a relevant degree or suitably experience and have at least 7 years’ experience of Project Management in the highways and public realm field. The Post Holder should be working their way to Professional Accreditation with a relevant institution.
