We are recruiting for an experienced Head of Programme Planning and Performance to join our busy Wholesale Services Team. Wholesale Services provides a number of metering, new connection, water efficiency and other services to a range of internal and external customers – including Water Retailers and Building Developers, as well as delivering services directly to our Household and Non- Household customers. With annual expenditure of over £200m, and delivery of over 250k meter installations and new water connections per year, Wholesale Services is a critical part of Thames Water’s Retail business.

You will be responsible for developing and controlling the programme of meter installations, new connections, main laying and water efficiency workstreams – ensuring that volumes, unit rates and budgets are in place to facilitate the delivery of great customer outcomes. You will also take the lead in owning the strategic direction of performance agendas, frameworks and governance structures – including the generation of operational and regulatory performance metrics. You will also be accountable for the generation of performance insights to support operational leaders in driving service, regulatory and financial outcomes. 

This role is a critical part of the senior leadership team this role will collaborate closely with the other business areas to ensure performance is managed to maximise opportunity for the business.

Here’s some of the things you will be involved in:

  • Leading the development, planning, monitoring and control of connection, new mains and metering programmes including generation of annual, monthly, and weekly demand profiles for all customer and asset driven work – a programme of over £200m of annual spend
  • Working with stakeholders to understand customer demand and generate detailed programmes of works
  • Managing budgets, efficiency challenges, financial governance processes and risk schedules
  • Translation of production plans into resource plans and supply chain order books
  • Leading the programme controls functions for these activities to ensure volumes, outcomes and financial targets are met, and that regular reforecasts are produced to reflect latest positions and targets.
  • Management of the capital controls function for these workstreams – ensuring they always remain in governance.
  • Enhancing the quality of operational performance data to drive insight and informed decisions.
  • Drive continuous improvement and high-performance using data driven insight.
  • Your experience may include

  • Leading programme management office (PMO) functions in similar large-scale operational delivery programmes, ideally in Utility or Telco environments
  • Managing performance reporting & execution, with proven success in transforming business performance. assimilating performance data into business outcomes.
  • Understanding business needs and environments, future trends, opportunities and constraints.
  • Track record of collaborating with and motivating teams.
