About the opportunity:

Job Purpose / Overview

The Role will be a direct report to the Business Resilience Manager, centering on the management, planning and preparedness of the Client HPC Emergency Organisation, Resources and Facilities.

The role will manage the Site Emergency Exercise programme and be the lead planner for all NNB EP Lead Emergency Exercises. They will support compliance to Licence Condition 11 (Emergency Arrangements) and be key in assessing and supporting contractor Emergency Arrangements and Plans. 

They will deputise for the Business Resilience Manager as and when delegated in their absence and will support the Business Resilience Manager in managing regular meetings and management processes and reporting. 

They will manage the support service contracts for Emergency Facilitates, Equipment and Provisions, ensuring an extensive and resilient service.

Contextual Information 

Operating Environment 

The main construction site measures 176 hectares with an expected peak workforce of 5600 on the HPC site not including shift changes, those working on associated developments or visitors and also includes the marine environment. The associated development including, 1500 bedded accommodation split across 2 sites, freight management centres, park and rides, satellite offices, induction centre and a wharf. 

The Emergency Preparedness Team manages the Client HPC Emergency Arrangements for HPC and Associated Developments and assures the contractors Incident Management Plans and Emergency Response Arrangements. 
The Emergency Preparedness Team engages with a wide variety of stakeholders including but not limited to, internal Client staff as Emergency Responders, Client Management Team, Contractor EP Leads and Management Teams, External Emergency Services and Hinkley Point A & B sites.

Principal Accountabilities

  • Manage, administer and assure the Client HPC Emergency Exercise Programme. 
  • Act as Lead Planner for all HPC EP Lead HPC Emergency Exercises.
  • Ensure that emergency facilities and equipment are maintained to a high standard by carrying out regular audits and inspections to ensure a state of operational readiness. 
  • Manage the Emergency Preparedness contract with the sites Security Infrastructure Provider. 
  • Support development and definition of Emergency Preparedness requirements for infrastructure projects. 
  • Author, update and manage Emergency Preparedness documentation as required. 
  • Development and support the necessary training for emergency scheme personnel and act as an advocate for the implementation of this training in conjunction with the training department. 
  • Assist with the planning and delivery of contractor emergency exercises to validate and demonstrate all aspects of the site’s emergency arrangements.
  • Support the review and acceptance of Contractor Incident Management Plans, acting as the intelligent customer for the Client NNB Emergency Arrangements. 
  • Represent HPC Emergency Preparedness at internal and external meetings including liaison with multi agency partners and contractors.
  • Maintain levels of professional knowledge to ensure best practice is disseminated. 
  • Provide support to the Emergency Preparedness Assurance programme.

    This position will line manage the Emergency Preparedness Officer role and will act as a Subject Matter Expert for Emergency Arrangements. The post holder will normally work within policy guidelines under the managerial guidance of the Business Resilience Manager however, in view of the unpredictable nature of the job, a significant degree of autonomy and appropriate decision making is expected of the post holder when working on their own initiative during an emergency. This position will work closely with other members of the Emergency Preparedness Team to ensure emergency arrangements are implemented to protect and respond to incidents across the HPC project.

    Here’s What You’ll Need:


  • Educated to degree/Diploma level or equivalent level / relevant experience.
  • Proven track record of successfully managing different types of emergency exercises, ideally in a multi-sited complex organisation.
  • Membership of an appropriate professional organisation Emergency Planning Society, International Association of Emergency Managers, Business Continuity Institute).
  • Clear understanding of Command and Control systems.
  • Experience of successfully developing and implementing emergency or operational plans, policies and procedures.
  • Working knowledge of Nuclear Site Licence Conditions 11, knowledge of relevant legislation and regulation effecting emergency preparedness on site. 
  • A good level of knowledge of Emergency Facilities, Equipment and Roles. 
  • Good organisational skills with practical and methodical project planning and ability to manage a number of concurrent work fronts.
  • Self-motivated and able to manage their own work priorities and actions.
  • Effective negotiating and influencing skills with the ability to develop and maintain constructive relationships with professional and managerial disciplines.
  • Excellent verbal and written communication skills.
  • Ability to assimilate, analyse and present complex problems, identify necessary action, make recommendations and ensure actions are implemented.
  • Understanding of the principles of risk assessment including dynamic risk assessment especially in a construction environment. 
  • MS Office proficient.
  • English language – fluent written & verbal.
  • Desirable: 

  • Experience of working with and developing good relationships with UK regulators.
  • French language – fluent both written & verbal.
