The Role:

Hampshire County Council Property Services is a significant in-house public service business. The service supports Hampshire County Council and other public sector clients delivering major projects and programmes as well as the management of thousands of properties and land assets.

We are looking for an organised, enthusiastic and self-motivated Assistant Programme Planner to join the Pipeline & Programmes team. Our team of qualified programme managers, planners and project managers use their experience of shaping and managing multi-million pound property related projects/programmes to ensure they are delivered through a one team integrated approach. The team works alongside our clients to scope projects and programmes that will deliver construction related outputs to meet and exceed expectations. Property programmes include capital construction and maintenance projects, as well as transformation programmes. 

You’ll be part of a Service that builds, develops and maintains thousands of schools, libraries, nursing homes, country parks and more, shaping everyday life and delivering public value across the county. 

Day-to-day, this role involves developing and maintaining multiple project programmes and master programmes, in Microsoft Project , through liaison and co-ordination with project teams to capture progress and forward plan for successful delivery. Using your experience, as well as team performance data, you will give advice on design, procurement and construction timelines. You will be in a unique position to ensure knowledge transfer and learning between projects. Your creation and use of master programmes will provide an understanding, across a portfolio of projects, the issues, and opportunities in relation to governance, risk management, client management and resource mapping across the Service. You will be involved in and trained to facilitate process mapping or collaborative planning sessions.

The successful candidate will have a track record of delivering through all project stages (Feasibility, Design and Construction) within a multi-disciplinary environment, with a collaborative working style, either as a planner, design manager or project manager. It is the scope of your planning software skills, plus experience in pre-construction phases of a project that will mark you out. In addition, well developed interpersonal skills are desirable to enable you to build effective relationships with clients and officers at all levels of HCC, as well as external client organisations, allowing you to provide constructive challenge and support.
