This role is one of the most influential and high-profile opportunities within the Large Data & Analytics arena in Scotland and we’re looking for an outstanding candidate who can help maximise the positive impact the NHS and the wider public sector can have on all our citizens.
This role will have a significant and immediate National impact across NHS Scotland such that it will regularly inform and influence NHS Scotland’s Boards and Chief Executives on their journey to embedding Data Science, AI and Machine Learning within the heart of their organisations outcomes. The role of Chief Data Officer will be critical in assisting Boards in the development of their data strategies and associated roadmaps and implementation plans in support of the Scottish Government Digital Health and Social Care strategy.
The post holder will lead and drive the transformation of specialist Data & Analytic services from a mission-critical on premise Data and Analytics platform to a modern and highly efficient cloud computing platform where business and clinical data is always available in a highly mobile world. Critical to a successful transformation will be ownership of the migration of legacy services supported by a step change in the operating model into the world of DevOps (Development Operations) where our data professionals will develop and maintain the platform to support new capabilities such as Data Science, AI and Machine Learning.
National Services Scotland (NSS) is a national NHS Board operating at the heart of NHS Scotland providing critical services, support and advice at a strategic and operational level. Supporting the join-up of Health and Social care through digitisation and inter-operability will be an important part of the role. The post of Chief Data Officer will report directly into the Director Digital and Information Security and will play a critical role in the Digital and Security (DaS) Strategic Business Unit Executive leadership team with a key focus on strengthening the technology and operational capability and experience of the NSS Digital and Security operating model. The post will be responsible for developing, implementing, and owning the NSS data strategy and supporting the Director Digital and Information Security in enabling NSS’s expansion through the provision of data services to meet the demands of the growing national data agenda.
This is a challenging and highly rewarding position which will require the successful candidate to have outstanding strategy, leadership and influencing skills. The ability to engage with multiple stakeholders and communicate your vision and ideas in a clear and concise manner is essential. You must be highly results-oriented but achieve those results working in partnership and with a keen eye for political sensitivity and the need to work as a team. It is vital that you espouse the values of NSS with openness, integrity, respect and care being at the heart of those values.
Educated to degree level in a relevant discipline with a post-graduate qualification/certification in Data Analytics/Data Science/Data Engineering or significant demonstrable experience in these areas.

The role has a permanent location based in Edinburgh or Glasgow but flexible working will allow the post holder to operate from a remote location on a regular basis. The post holder must be prepared to attend the fixed location at the request of the organisation when deemed essential.
