National Service Improvement Manager – Pharmacy Programmes

The post:  
We are recruiting to our exciting post of National Service Improvement Manager Pharmacy Programmes (Afc Band 8B) within the Digital and Service Improvement sub- strategic business area of Practitioner and Counter Fraud Services, a strategic business unit with NHS National Services Scotland. This post will be on Permanent and Pensionable basis and will be reporting to the Associate Director/ Head of Service for Digital and Service Improvement. 

The purpose of this post is to undertake a portfolio of responsibilities encompassing the provision of Digital Service Improvement, staff management, business planning and management, risk management and support of the strategic pharmacy developments and BAU supports within Practitioner and Counter Fraud Services. 

The post holder will have lead responsibility for;
Defining, designing, developing and delivering strategic projects and programmes within P&CFS for implementation across pharmacy contractors reimbursement services, providing technical advice and consultancy to developing solutions that support digital transformation and service improvement.
Negotiating/consulting with Scottish Government on matters pertaining to Pharmacy services, applying expert knowledge, in the development of legislative/regulatory changes, reviewing and assessing proposals including the provision of impact assessments, financial modelling, and resource planning.
Developing an understanding of current Pharmacy Enterprise Architecture and future needs, so as to effectively lead and manage a team of IT and Business Change professionals, working on complex programmes which require multidisciplinary expertise. 
To ensure that programmes/projects are delivered to the highest standards with a focus on realising benefits and efficiencies. 
Ensuring that programme and project governance management standards are in place to support delivery, while identifying and managing cross-project dependencies, risks and constraints, escalating issues as required in order to ensure quality resolution and benefits realisation.
Co-ordinating cross programme developments, maintaining a resource management process that enables the efficient deployment of people and resources to provide the optimum level of programme/projects delivery effectiveness. 
To provide subject matter knowledge on the processes and technologies that underpin prescribing, dispensing and payments in Scotland and other home countries.

The candidate:

If you have significant and demonstrable technical and leadership experience in a role requiring digital and service transformation for pharmacy programmes or regulation, and can showcase adept Programme and Project management experience and improvement skills utilised within a complex environment.

The successful candidate will be required to undergo a Disclosure Scotland check. Any candidate who have lived/worked overseas for more than 12 months in the preceding 5 years will also be required to provide a criminal record check from the appropriate overseas agency.
