The post holder will be required to provide business analysis services to projects, programmes and services on an assignment basis e.g. to understand and document service needs, to undertake pilots to identify requirements and to work with colleagues to deliver solutions and document benefits.

The post holder will also work to inform the strategic direction for Transformational Analytics within the Health Board.

Detailed job description and main responsibilities

The post holder will work to inform the strategic direction for Transformational Analytics within the Health Board, by undertaking a number of duties including:-

  • Working with services / areas to understand their improvement needs. Utilising planning processes where appropriate to align short medium and long-term goals of services with transformational plans.
  • Working with services / areas to progress requests for work that have been identified by the Transformation and Improvement Senior Management Team as requiring additional support to progress. This may involve assessment of need, options review and or creation of business cases.
  • The post holder will keep up to date with local and national implementation programmes for Transformation and Improvement to inform their work (e.g. knowledge of available solutions and timescales for implementation and/or product availability).
  • The post holder will manage the delivery of products and services that the Health Board have agreed to implement utilising appropriate project management methodologies. This will include planning, monitoring plans, production of options analysis for solutions and issues and risk management etc. 

    The post holder will analyse, plan, study and assess the overall business and information requirements of the service/ area to inform the development or provision of solutions to improve healthcare processes. This will involve working closely with Managers, Clinicians and other staff groups to lead a range of activities such as:-

  • Identifying business needs and identifying / creating / evaluating data to evidence base complex procedures/problems and to inform specifications or business cases.
  • Facilitating process mapping sessions to identify waste, align products and process and agreement of process re-design. Outputs will need to be accurate, timely and fit for purpose. 
  • Identifying possible improvements in existing process (current state vs future state), to enhance effectiveness and efficiency and accessing / developing robust metrics to evidence base these and measure delivery of benefits thereafter
  • Leading the modification of workflow and expanding processes and systems to serve new purposes e.g. by introducing or working with others to modify tools or systems
  • Preparing system specifications based upon business requirements for the development of existing systems / software or for the procurement of a new systems /software. This may also require partnership working with National Leads to ensure local requirements are translated into National Specifications and met.
  • Providing the link between the service, the development team and any third parties regarding functionality and adherence to quality criteria throughout the development lifecycle.

    Qualifications

    Essential criteria

  • Post graduate Diploma level in relevant area e.g. business administration, computing / information systems or equivalent level of work experience and knowledge
  • PRINCE2 Practitioner/ Agile or similar qualification or equivalent level of work experience and knowledge
  • Familiar with modelling and analysis tools, methods and standards
  • Desirable criteria

  • Recognised certification of skills from a professional body e.g. The Chartered Institute for IT (BCS)
  • Experience

    Essential criteria

  • Proven business analysis experience e.g. applying a variety of analytical techniques to information and quantifying result integrity based upon assessment of sources and techniques
  • Experience of consulting activities and techniques including facilitating multidisciplinary stakeholder groups
  • Significant experience of managing a number of projects and teams ranging in complexity and value. Significant experience of managing projects through their lifecycle and associated techniques e.g. high quality outputs for planning and controlling projects
  • Desirable criteria

  • Understanding of the workings of Healthcare Governance, improvement programmes and information systems in the NHS
